Some people may receive their copies by Gencon, but they ship out from here starting July 26. It might be quite close.
It won't be on sale at Gencon, as it won't reach IPR's warehouse by whatever deadline they have to be at Gencon. And I think the cover breaks the con's rules anyway.
Hope to pick up some copies at GenCon US! I'm thinking of using the system to run a game there.
